Development Review Board
Plans that fit current zoning go to the Development Review Board, or DRB. This administrative panel is made up of representatives from various City and County departments, including Transportation, Public Works, and Planning. The DRB is chaired by Frank Duke, the head of the Planning Department.
The DRB approves final drawings and architectural plans, and also approves any changes made during construction. The DRB ensures that plans meet ordinances, but cannot approve or deny plans based on appearance.
DRB Meetings are open to the public, but are not structured to allow public comment. Durham's Appearance Commission has chosen not to be involved at the plan review stage. Thus, citizens have very little leverage at the DRB stage.
